Mr SPEAKER - Order! The honorable member for East Sydney is audible in his conversation, and I ask him to restrain himself.

Mr HAROLD HOLT - I said that we had an agreed programme for works and housing of £230,000,000. The total borrowings of the Commonwealth, overseas and internally, will amount to something less -than £150,000,000. There is, therefore, a gap to be bridged. To the extent that that :gap can be narrowed, the Commonwealth has resources available to it. Mr. Speaker, are you going to allow this disorderly conduct to continue?

Mr SPEAKER - Order! The honorable member for East Sydney is not restraining himself. He is transgressing by not observing the ordinary rules of conduct. I warn him that I will not allow this disorderly behaviour to continue.

Mr Ward - I could not help laughing.

Mr SPEAKER - I name the honorable member for East Sydney.

Motion (by Mr. Menzies) put -

That the honorable member for East Sydney be suspended from the service of the House.
