(a)   resigned from that employment in order to become a candidate for election as a member of any House of the Parliament of the Commonwealth or of a State;

(b)   was a candidate at the election; and

(c)   failed to be elected, and that the resignation was effective not earlier than one month prior to the date on which nominations for the election closed, the Board may, upon application by that person within two months after the declaration of the result of the election, employ him in the same or in a similar capacity with the same rate of pay as that payable to him immediately prior to the date upon which his resignation took effect.
