The TEMPORARY CHAIRMAN (Mr Chaney (PERTH, WESTERN AUSTRALIA) - The question is: " That the question be now put ". All those in favour say, "Aye "; to the contrary, " No ". As honorable members are calling " No ", the committee will divide. (The bells being rung) -


Mr Reynolds - I rise to order. The honorable member for Hindmarsh (Mr. Clyde Cameron) indicated to the Chair that he proposed to speak. Is there any provision to prevent the gagging of a member who has indicated his intention to speak and who is not allowed the call?
