Mr ANDERSON (Hume) .- When the honorable member for Yarra (Mr. (Cairns) rose to speak he complained of lack of clarity. If anybody who followed his peroration can get any sense out of it, he is a better man than I am. The position was perfectly clear until the honorable member spoke. It was purely a matter of capital. This is a business corporation which can act on its own. There is nothing wrong with it. There is nothing to be concealed. It is certainly not socialistic. Just as a private firm gets capital from income, so the Government supplies capital from revenue. I saw nothing confusing about it at all until the honorable member from Yarra spoke.
