Sir WILFRID KENT HUGHES (Chisholm) . - When I spoke earlier, I said I accepted the principle mentioned by the Treasurer as valid, and that there was something to be said for it. But I also said that I should like to see an alteration in this particular case. The real reason I wanted to discuss this clause was to point out the position of the existing pensioners whose terms of service, which had been guaranteed, were arbitrarily altered. Many of those pensioners are now in a very difficult position as a result. I did not want to argue on the question of whether or not the increases should be made retrospective.
