Mr ALLAN FRASER (EDEN-MONARO, NEW SOUTH WALES) (Monaro) . - I should like some explanation from the Minister of the alteration that is proposed in section 66 of the principal act which defines a pre-existing ailment of a contributor. The clause now defines " preexisting ailment " as an illness or disability of the contributor which was in evidence before, or within a specified period after, he became a contributor to the organization. The amendment omits the words, "he became a contributor to the organization " and replaces them with the rather strange words, " a particular time ". The meaning of those words is unknown to me, and I should be glad if the Minister would clarify them.
