Order! I must ask the honorable member to specify the clause to which he is addressing himself.


Mr DRUMMOND - With due respect, Sir, I point out that the Minister raised a point regarding the basis of contributions, and has indicated how the new proposal will work. I merely point out that the wife of a person who had been paying at the higher rate for his wife and himself was deprived of benefits at the higher rate, although she was below the age specified for transfer to the special account, immediately the husband reached the specified age and was transferred compulsorily to the special account, at a time when the wife was in hospital. I should like to have that matter clarified, because I think that the Minister's remarks have left it very much up in the air.
