Mr OSBORNE (EVANS, NEW SOUTH WALES) - I direct a question to you, Mr. Speaker, arising from proceedings this afternoon in another place at which members of this House were present. Will you confer with your colleague who presides over the other House of this Parliament in order to see whether the reasonable needs of the press to use flashlights for the taking of photographs could not be reconciled with the still more reasonable need for silence and decorum in the Senate while Her Majesty's representative makes his Speech? Would it not be reasonable to insist that photographs be taken in the first minute, or half-minute, of the Speech, so that the remainder of it may be heard in silence?
