Mr HUGHES (North Sydney) . - This is an important clause, which is apparently intended to clothe the board with certain powers and functions to ensure that coal shall be produced in such quantities and with such regularity as will meet the requirements of Australia and other countries. For the edification and information of the committee, I ask the Minister to point to any expression in the clause which will vest specific powers in the board. Will he tell us what may be done and what may not be done under the clause, and how is it proposed to ensure that coal will be produced and that coal-miners will be disciplined?


Mr Dedman - The power to which the right honorable gentleman has referred is provided in paragraph k, subclause 2 of clause 13.
