Mr SCULLY - Fodder conservation is primarily a. responsibility of the States. The matter has been fully discussed with representatives of the States at various meetings of the Agricultural Council, and several State governments have undertaken extensive fodder conservation schemes. I know that the Minister for Agriculture in Victoria is very interested in the work, and I am confident that the government of that State will do everything possible to assist in fodder conservation. This will be the first fodder conservation scheme undertaken in Victoria.
