Mr HUTCHINSON (Deakin) (12:21 PM) . - I refer particularly to the activities of the previous board. Under this measure entirely new, and almost despotic, powers over .all phases of the industry are to be given to the board; and these powers involve the expenditure of public moneys. I am not referring to those moneys, but to. moneys used to finance the activities of the board to which I have referred and which are raised by a levy upon the. industry itself. In respect of those moneys, the chairman should have no right of veto at all. The expenditure of such moneys should be a matter for a majority decision of members of the board.
