Mr TURNBULL (WIMMERA, VICTORIA) . -I support the amendment. It is only just that the representatives on the board should be appointed for a definite term and that they should have an opportunity at its expiration to demonstrate that they have acted iri the interests of those whom they represent. If members of the board are to hold office at the pleasure of the Minister the board will do nothing more than rubber stamp the Minister's decisions on. matters of vital concern. Such a proposal corresponds admirably to the socialistic and Communist conception of the State being everything and the individual nothing, and is opposed to the basic principles of the freedom we enjoy and about which we boast so much. The representatives of the producers should act in the best interests of the producers and if necessary should oppose any interference on the part of the Minister. The Minister should not be able to exercise dictatorial powers in that way, and accordingly I support the amendment.
