Mr SPEAKER (Hon J S Rosevear - There being 54 " Ayes " and one " No ", I certify that the second reading of the bill has been agreed to by an absolute majority of members of the House as required by the Constitution.

Bill read a second time.

Clause 1 agreed to.

Clause 2-

Section fifty-one of the Constitution is altered -

(a)   by inserting after paragraph (i. ) the following paragraph : - " (ia) Organized marketing of primary products: ''; and

(b)   by adding at the end of that section the following sub-section : - «' (2.) The power of the Parliament to make laws under paragraph (i'.A.) of the last preceding subsection may be exercised notwithstanding anything contained in section ninety-two of this Constitution.".
