Mr HUTCHINSON (DEAKIN, VICTORIA) - Has the Prime Minister seen press reports of a speech made by the Minister for Transport (Mr. Ward) in the Melbourne Trades Hall one day last week when he said, among other things, that the power of the High Court would have to be curbed, that socialism was the aim of the Labour party and that the social services so far provided by the Government were mere palliatives? Was the Minister speaking on behalf of the Government or on his own behalf ? If on his own behalf, where doesCabinet responsibility begin and end so far as this Government is concerned?
