Mr JOLLY (Lilley) .- I have raised this point because, if we continue to exempt property from rates liability as we have been doing in recent years, we shall have to reconsider the position of local governing bodies. In some of our large cities, an enormous amount of property which is under the control of the Commonwealth or State Governments is exempt from municipal rates. The municipal authorities are supposed to carry out special services,, and they are entitled to- obtain revenue for that purpose. The Australian Broadcasting Commission is more or less a trading concern, and if it were privately owned it would have to pay rates, and taxes. In the interests of local governing bodies, it should extend to them the same courtesy as is extended to them by the Commonwealth Bank. I do not propose to move an amendment to the clause, but [ ask the Minister to discuss this matter with the commission.
