Mr WATKINS (NEWCASTLE, NEW SOUTH WALES) - Does the Minister for Home Security consider that it is necessary to impose a total black-out in Canberra, in view of the fact that the military authorities have advised that a brown-out is sufficient in coastal cities and districts? I ask the question because many men and women are obliged to work until a late hour in Canberra, and the retention of the black-out is not in the interests of their safety when they are returning to their homes.
