Mr FRANCIS (MORETON, QUEENSLAND) - Is the Treasurer aware that, as a result of the confusion and anxiety caused to the general public by the premature announcement of the immature clothes-rationing policy, many persons in Brisbane and other capital cities are cashing war savings certificates for the purpose of purchasing clothing? Does he not think that the whole object of the rationing of clothing, namely, to reduce expenditure on non-essential articles, in order to make money available for war purposes, has been nullified by such action? If my premises are correct, what action does the Government propose to take to prevent a repetition of this mistake?
