Speaking at the trade union conference, the leader of the Russian delegation, M. Shvernik, declared that Britain was going well, but production was not ideal. There were unused reserves which, if mobilized, would considerably increase the output of tanks, aircraft, and munitions. These reserves should be mobilized, and the sooner the better. " We saw production at its highest where shop stewards were giving the closest attention to it ", he added.
