Mr DEPUTY SPEAKER (Mr Prowse (FORREST, WESTERN AUSTRALIA) - Order! The honorable gentleman's references are rather wide of the bill.

Mr WARD - They may be, but they are pertinent to present circumstances. This Government has appealed for the co-operation of the general community, but unless it can prove that it is prepared to give to the people something more than has been their lot for many years, it cannot expect that co-operation. This Government has lost the confidence and support of the people. Every by-election that has been decided in recent months has been lost by the Government, and with a few more by-elections we should have a .change of government. It has lost seats which were formerly strongholds of the United Australia party, proving conclusively that the Government's policy is not approved by the people. The Government sent the Prime Minister to Wilmot.
