Mr CASEY - Perhaps I may be permitted to substitute the word " spent " for the word " wasted " and to say that if so much time had not been spent on these matters more time would have been available for the discussion of what 1 think members on' both sides of the House recognize to be one of the utmost importance, that is, the Estimates. The budget debate has already lasted for 32 hours, of which members of the Opposition have taken up eighteen hours. The Government regrets the necessity for having to restrict the debate on the Estimates, but in the circumstances it says that it is providing the maximum amount of time available for the further consideration of this important subject.
