Mr WARD - In view of the Prime Minister's reply to a question asked by the honorable member for Batman (Mr. Brennan) can it be taken that His Excellency the Governor-General will attend meetings of the inner group of the Cabinet in person?

Question not answered.


Mr FORDE - Can the Prime Minister tell the House why the Minister for External Affairs is no longer the Minister in Charge of Territories? Is it because of the right honorable gentleman's outspoken comments in regard to the Mandated Territory of New Guinea?


Mr LYONS - I do not know that I should be called upon to answer questions of this nature, but I shall do so on this occasion. External territories are under the administration of the Prime Minister's Department, and it is the practice of the Prime Minister to delegate to a particular Minister responsibility for them, in order that work may be distributed among the various Ministers. I have delegated the administration of external territories to the honorable member for Eden-Monaro (Mr. Perkins). The Minister for External Affairs (Mr. Hughes) will still be in charge of the appropriate work of his department.
