Mr MARTENS (Herbert) .- Every member, I understand, has received a circular letter from the Associated Press, and I draw attention to the remarkable fact that with the exception of one word the Minister's amendment to clause 18 is identical with that suggested by the Associated Press. Similarly, the amendment now before the committee is om all fours with that recommended by the Associated Press. This fact conveys the impression that if the Government obeys the instructions of the Associated Press, it is promised their support at the elections. This press merely makes its wishes known in the matter of amendments to the law, and the present Government, which claims to be independent, and to take no notice of outside bodies, meekly carries out its instructions!
