Mr ROSEVEAR (Dalley) .- To strike out sub-clause 2 would be to weaken dangerously a provision of which I approve generally. The chairman, of the commission will be appointed for only five years, and sub-clause 2 provides that the commission may not enter into any lease for a period exceeding five years. At the end of any such term a government may decide not to re-appoint the - retiring commissioners. The new appointees should be in a position to review all leases and commitments made by their predecessors. Clause 2 provides a necessary safeguard ; one set of commissioners should not be allowed to enter into leases that will commit their successors.
