Mr R GREEN (RICHMOND, NEW SOUTH WALES) .- I shall be glad if the Prime Minister (Mr. Lyons) will lay on the table of the Library any recommendations made by, or communications received from, the Public Service Board concerning recent alterations in the status of the permanent heads of several government departments, including Mr. P. A. Gourgaud, formerly secretary of the "Works Department"; Mr. H. C. Brown, who has been appointed secretary to the Department of the Interior, and Mr. P. E. Deane, who was, until recently, secretary of the Department of Home Affairs.

On the 17th of March, I asked the Prime Minister the following question : -

As grave doubts have arisen as to the validity of the appointment by the New South Wales Parliament of Senator Mooney to fill the vacancy caused in the Senate by the resignation last December of Senator Duncan, will the Government refer the facts of the case to the High- Court, or the appropriate tribunal, with the object of obtaining a decision for guidancein future cases of the kind?

The facts are, I think, well known to honorable members.
