Mr FRANCIS (Moreton) (Assistant Minister) . - It is impossible to legislate on the assumption that when a house is sold at auction or otherwise a certain price will be obtained. If improvements have been made to a property, the borrower should be assured of an enhanced price because of those improvements.

Mr Scullin - If a house which cost £900, and upon which the ex-soldier has spent £200 in improvements is sold for £1100, does the ex-soldier receive the £200?
