Mr BLACKLOW (Franklin) .- I approve of the clause. The soldier has a liability in respect of his home, and if he were vacating it he would probably prefer to have his equity protected by the expenditure of £40 on repairs rather than risk the sale of the property in a state of disrepair. A mistake will be made if any limit is specified because the department will probably spend up to that amount. I suggest to the committee that the interest of the soldier is protected when his house is put in a state of repair so that it will be more likely to be sold at a price which will enable him to get a return of his equity.
