Mr JAMES (Hunter) .- I again direct attention to proposed new section 2, which provides that action taken under the proposed new sub-sections Ia to lc will be retrospective to 1918. This means that the commission may recover the cost of repair's or renovations as far back as that year. I wish to safeguard returned soldiers from further indebtedness which may be due- to circumstances over which they have no control. Owing, to unemployment they may have fallen into arrears with their payments and been forced to vacate their homes. In a later provision, the commission is even given authority to serve notices on executors or administrators of estates of deceased soldiers.
