Mr ROSEVEAR (Dalley) .- I support the amendment. The clause is too vague, and the committee should fix a date for the issue of the proclamation. The argument has been advanced that only by action such as is proposed under this bill can uniformity be obtained. Therefore, we should fix the date of the proclamation so far forward as to enable all State Governments to realize on their securities and deposit them in one place, presumably the Federal Treasury.
