Mr THEODORE (Dalley) (Treasurer) . - The object of the second amendment is to define the class of taxes to which the proposed limitation will apply. In Tasmania., the special tax for unemployment relief is imposed by the Income Tax Act, which also imposes the ordinary income tax. Therefore, it would be . impossible to describe that law as a law imposing a tax to meet expenditure incurred by the State for a special purpose, since it is. a law imposing' a tax for an ordinary purpose, and also for a special purpose. I move -

That the amendment be agreed to.
