Mr CROUCH - On. the 16th of December last I gave notice of a motion proposing a referendum of the Australian people to decide where the Federal Capital shall be situated. On the following day it was placed 11th on the list ; it has now receded to the 18th position. Motions of which notice was given subsequently now take precedence of my proposal. I ask you, Mr. Deputy Speaker, whether the order of private business is determined on the principle that the first shall be last and the last shall be first.
