Mr LATHAM (Kooyong) .- I have only been able to glance through the proposed new clause, which provides that an organization shall withhold from the grower and pay to the Commonwealth out of the proceeds of the sale of wheat such amount as represents the amount of bounty overpaid, also that the amount required to be paid under this provision shall be a debt due by the organization to the Commonwealth. The new clause may be construed as imposing a liability upon the organization to pay only out of the proceeds of the sale of wheat, if any, still in its hands. I fail to see why it should be at liberty to over-pay growers and not be bound to repay the Commonwealth any excess payment. It ought to be an absolute liability on the organization, but it appears to me that this is not clearly set out in the clause. I suggest that the Minister have this provision reconsidered when the measure is in another place.
