Mr GREGORY - I recognize the desirability of having a large quantity of petrol produced in Australia, but it would not be wise to allow the Government, merely by means of departmental regulations, to prescribe what kind of petrol shall be free of excise duty, and on what a duty of 4d. per gallon shall be paid. The term, " prescribed by departmental by-laws ", might well be altered to " as provided by regulation ", and then Parliament would have an opportunity of disallowing any regulation with which it disagreed. The Minister might inform the committee what is meant by the provision of an excise duty of 4d. per gallon on petrol " not otherwise included ".
