Dr NOTT (Herbert) .- (By leave.)- I should like to have from the Minister for Repatriation (Sir Neville Howse) an assurance that there will be a complete review of this matter, as indicated by the honorable gentleman, and that the review will be conducted by specialists apart from any departmental control, in order to make permanent any recommendations resulting from that review, which shall be final and binding.

Mr DEPUTY SPEAKER (Mr Bayley - Do I understand that the honorable member desires to withdraw his amendment?

Dr Nott - On certain conditions only.

Mr DEPUTY SPEAKER - It can be withdrawn only unconditionally.

Mr Coleman - I rise to a point of order. I take it that the honorable member for Herbert cannot withdraw his amendment without the unanimous leave of honorable members.

Mr DEPUTY SPEAKER - He has not asked leave to withdraw it.
