Mr O'KEEFE (Denison) (7:23 AM) .- The Minister seems to doubt the correctness of the Leader of the Opposition's interpretation of this Bill, and its relation to the Defence Act. The better plan would be to delete sub-clause 3 of clause 3, and then there would be no doubt about it. Sub-clause 3 says that the Defence Act (except Part XV. thereof) shall apply to this Bill. Then, in the definitions, it is stated that the Defence Act means the Defence Act 1903-18. That shows plainly that the whole of the Defence Act, leaving out Part XV., applies to this Bill. I am prepared to accept the opinion of the Leader of the Opposition. If he is prepared to agree to the amendment offered by the Minister, I shall have no objection to it. But I should have preferred to delete sub-clause 3 of clause 3.
