Mr HUGHES - I agree with the honorable member entirely that the control of the navigation of the air is now of as much importance as is the control of the navigation of the sea, or the control of traffic on land. The Government, in considering their air policy, which has relation to defence, and also to the development of aviation as a factor in commercial and industrial progress, propose to bring down, at a very early date, a. Bill providing for the necessary authority over it. I agree with the honorable member that no time should be lost in doing so.
