Mr HUGHES - It was not practicable for any one to undertake the important duties which were delegated to the late Treasurer, but arrangements were made for Mr. J. R. Collins, Secretary to the Treasury, to attend to such matters as could be dealt with by an official of the Commonwealth who did not possess the authority of a responsible Minister.
