Mr CHARLTON (Hunter) .- I am not quite clear as to why this amendment is being proposed. When the Bill was drafted there was no such amendment thought of, and it is now submitted to the Committee for some reasons which are not apparent. The amendment provides for a Deputy to be appointed, notwithstanding thata vacancy exists in the office of President. I do not know whether the Government anticipate the position of President of the Arbitration Court becoming vacant, and have submitted this amendment on that account. If that is not the reason, it is difficult to understand why the amendment has been moved, and, perhaps, the Minister for Works and Railways will explain the position to enable the members of the Committee to ascertain whether they should accept the amendment or not.
