Mr RYAN (West Sydney) .- Under section 6 of the original Act, no prosecution can be instituted for any breach of the provisions of that section without the leave of the President of the Court. As we have in this clause an extension of the right to prosecute, I should like the Minister to state why a similar limitation is not imposed. With the object of ascertaining whether the Committee will be prepared to attach the same safeguard to the proposed new section, I move -

That the following words be added : - " No proceeding for any contravention of this section shall be instituted without the leave of the President."
