Mr DEPUTY SPEAKER (Hon J M Chanter (RIVERINA, NEW SOUTH WALES) - Order! The honorable' member is going beyond the scope of the Bill.

Mr CUNNINGHAM - It is because the Government have not exercised business acumen in conserving the interests of the primary producers but have used the powers given to them during war time for the advantage of the middlemen, that honorable members who represent the producers, such as the honorable members for Calare (Mr. Lavelle), Werriwa (Mr. Lazzarini), Hume (Mr. Parker Moloney), Angas (Mr. Gabb), and myself, desire a discontinuance of the Government's present arbitrary powers, and the withdrawal and recasting of this Bill in the terms of the amendment. We desire the primary producers to obtain the world's parity for their exportable surplus, so that the greatest possible amount of money may be coming into the country, instead of, as has been the case during the last four or five years, the interests of the Australian producer being made subservient to the interests of the people of other countries, to the detriment of the whole of our people.
