Mr HUGHES (Bendigo) (Prime Minister and Attorney-General) . - It is very undesirable that decisions of the Local Boards and Special Tribunals should be subject to review. The honorable member for Hunter (Mr. Charlton) has in his mind a reference to a Local Tribunal of matters that should be referred to a Special Tribunal; but that is not the position, as the questions referred to a Local Tribunal would be subsidiary questions relating to comparatively trivial matters. This provision has been introduced mainly in the interests of the coal industry, and the conditions at, say, the Hepburn, Abermain, and Pelaw" Main collieries may differ from those at others.
