Mr HIGGS (Capricornia) (3:11 AM) . - I hope the honorable member for Illawarra. (Mr. Hector Lamond) will not press for the insertion of the new clause.

Mr Hector Lamond - Why?

Mr HIGGS - Because, after all, it is the business of honorable members. While I do not think it is very admirable on the part of any honorable member to rise in his place to denounce a proposal to increase salaries, to allow his to accumulate for two or three years, and then, when defeated, to go to the Treasurer and draw the whole amount, still, this is a matter for his electors to decide, and, after all, it only shows the fallibility of human nature.

Proposed new clause agreed to.

Preamble and title agreed to.

Bill reported with an amendment; report adopted.

Bill read a third time.
