Mr FOWLER (PERTH, WESTERN AUSTRALIA) - I wish to ask you a question, Mr. Speaker, in reference to a paragraph that appeared in to-day's press relative to the presentation of an address to the Prince of Wales, on behalf of Parliament, by the Presiding Officer of another branch of the Legislature. Will you kindly inform the House if any precedent exists under which the Presiding Officer of the Senate can act as the mouthpiece of this Chamber ? What is the usual procedure followed in the presentation of addresses by Parliament to the King or his representative?
