Mr HIGGS asked the Prime Minister, upon notice -

1.   Whether the Government has abandoned the policy of carrying out Commonwealth activities as far as practicable in the Federal Capital Territory?

2.   Is it true that the Government has decided to build at Melbourne a Commonwealth Serum Institute, costing £12,000?
