Mr HUTCHISON (Hindmarsh) . - This provision will have to be carefully safeguarded, for it will open the door to an evasion of Customs duties. It is difficult to say how many men will show a desire for scientific investigation if they have no difficulty in securing spirits at ordinary rates. The Minister ought to tell the Committee how he proposes to safeguard this provision.


Mr Fowler - Such a concession is granted in almost every civilized country.
