Mr GROOM (Darling Downs) (Minister of Home Affairs) . - It is impossible for me to promise that a preference will be extended to any retrenched officer. As the honorable member is aware, all appointments are made by the Public Service Commissioner, in accordance with the provisions of the Public Service Act. All vacancies have to be advertised, and they are open to all persons who are qualified to fill them, irrespective of whether they are in the direct employ of the Commonwealth or not.

Mr Kelly - I carefully said " all things being equal."

Mr GROOM - The matter is one which rests entirely with the Public Service Commissioner, and not with the Minister of the Department concerned.
