Mr GLYNN (Angas) . - It seems to me that the real question which the States have to consider is the effect of the total expenditure. The Budget papers show what would be the effect upon each State of applying the method of debiting the expenditure per capita, instead of under the old system. I think that our power to vary . the provisions of the Constitution in this respect will become operative in about another month. I repeat, that the only way in which we can judge of the effect of debiting our expenditure upon the per capita system is by looking at the totals of the various items of expenditure in the different States, and not at any particular item.
