Mr GROOM (Darling Downs) (Minister of Home Affairs) . - I see.no objection to the amendment. It is merely a declaration of what other powers we possess.

Mr. FISHER(Wide Bay) C6.5].- I shall, not oppose the amendment, since the Minister holds the view that it can do no harm. At the. same time, I would point out that it may be taken to mean that arrangementsmade with other Governments will involvea monetary consideration.


Mr Kelly - Arrangements need not necessarily be of a monetary character.
