Mr KELLY (Wentworth) . - I move -

That the following new clause be inserted : - " 5A. The Governor-General may enter into an arrangement with the Governments of other countries, or any of them, for the interchange of meteorological information between such Governments and the Commonwealth."

Mr Fisher - Is such an amendment, necessary ?

Mr KELLY - I think that it is essential to the public interests that such a power should foe given. Honorable members willobserve that unless some such amendment bemade, paragraph c of clause 5 may be read; as an implied direction to the Department, not to obtain meteorological information, from beyond the Commonwealth.
