Mr GLYNN (Angas) .- On that point, Mr. Chairman, I should like to mention that, under section 56 of the Constitution, the purpose of a proposed appropriation must be shown by the Message, and as the purpose of the appropriation in this case was limited to a particular ralwaY, I do not think that, without another Message, the honorable member's amend-, ment could be accepted.

Clause 2 -

The Minister may cause a survey to be made of a route for a railway to connect Kalgoorlie, in the State of Western Australia, with Port Augusta, in the State of South Australia.
