Mr HUTCHISON (Hindmarsh) - I do not think that any deposit is necessary. In my opinion, frivolous requests are provided against by the amendment as it stands, because the returning officer must be satisfied that the request for a recount is based on good and sufficient reasons, and, if he refused to comply with such a request, he would not be likely to. remain long in the service of the State. At present, returning officers may refuse to order recounts, no matter how good the reasons for that course may be. They have nothing to fear, because the Act gives them that discretion.
